Cores as a business

How do core managers/directors simultaneously become business managers and maintain scientific skills? The idea of a business model for a core is flawed - they're not businesses. No profit, no investment, no additional revenue streams and a predefined, limited set of customers would make an impossible business environment even for The Donald. How does a core director, who usually is a person of science, become skilled enough in business to pull this off?

Base salaries should be covered by the institution

At many meetings we've heard core managers discuss sustainability. Business models, charge backs and so forth are always mentioned but nobody seems to like them.

The one idea I've heard that makes sense is for institutions to cover base salaries of all core facility personnel. Consumables are paid for by users but that's all.

This idea makes sense because it provides equal access to a facility, takes that aspect off of funding agencies and most important provides stability for personnel in the cores.

What do you think?
